RENEWABLE ENERGY AND THE ODA

INTRODUCTION
The Overseas Development Administration (ODA) of the UK
Government manages Britain’s aid to developing countries, as well as the
states of central and eastern Europe and the former Soviet Union. This
paper outlines ODA’s Energy Efficiency Strategy, which includes the
approach to renewable energy activities, and illustrates it with examples of
renewable energy projects.
THE ODA ENERGY EFFICIENCY STRATEGY
At the UN Conference on Environment and Development (UNCED)
held in Rio during 1992, the Framework Convention on Climate Change
(FCCC) and Agenda 21 were devised.
ODA has recently reviewed its energy efficiency strategy in the light
of the FCCC and Agenda 21. This addresses all aspects of the energy
chain from production and transmission through to the final end user. Its
general aims are to:
* conserve fossil fuel resources;
* improve the economics of energy production and use;
* alleviate environmental damage by minimising the production of
harmful emissions.
The strategy focuses on three main areas.
* Improving the efficiency of power production and distribution,
including reduction of associated pollution effects.
* Improving the energy efficiency of end users.
+ Promoting the introduction of appropriate renewable energy.
Within these three main areas the strategy seeks to pursue seven
complementary themes:
* to introduce appropriate energy polices and planning, and develop
institutional frameworks which promote energy efficiency;
* to improve energy pricing, taxation, and pollution charging to fully
reflect production and environmental costs;

use of energy efficient practices;
