I have a new dell vostro 1520 and on mine, it goes as far as policies, but there is no system folder.
I know on my first couple of days, i was able to change the background, and suddenly it stopped working.
ok...after doing more reading and experimenting, here is how i fixed my problem...

created a new administrator profile as it said.
Logged on the new user profile, and the background there was working just fine, but obviously, all my settings were gone from my original administrator profile.
I didn't want to delete my old administrator profile as the link suggested cause I had that account setup like wanted it, and well, i figured i might try to salvage it, so Still logged on to the new administrator profile, I navigated to the following path:
%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Th emes
I copied the themes folder, moved it to the desktop of the new administrator profile, and from there, I ambiguous the themes folder and emailed it to myself. I could have put it on the usb drive, or put it on my network, but I was not at home when doing this, so emailing was the easiest solution at the time...
So then I logged on back to my old administrator profile. Downloaded my ambiguous themes folder.
I then navigated to the same path as before, but this time in the old administrator profile:
%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Th emes
I deleted the themes folder there, and unzipped my themes folder from the new administrator account I had previously created, and voila, background is working again!!!!
